public safety software, applications and services today announced that the
State of Connecticut has awarded Telepartner a contract to provide mobile data
communications software for every public safety agency within Connecticut. The
new license agreement will allow agencies within Connecticut to use the
TeleServer mobile communication application to support over 5,000
additional law enforcement officers without additional cost to their respective
agencies. The demand for additional licenses reflects the rapid adoption of the
regional CAPTAIN public safety system, which was a pioneering prototype for the
statewide system.
The project was initiated, with State financial support for the development of a
prototype, by the Capitol Region Council of Governments (CRCOG) and it's Public
Safety Council in 1996. This system now supports between two and three thousand
users using almost one thousand mobile and in-station computers. The project
has ramped up to almost 50,000 transactions per day and is anticipating its use
in the future to quickly double that experienced during the first two years of
use.
"The success of the mobile data communications system (MDCS) prototyped by
the Capitol Region Public Safety Council convinced the State that expanding the
MDCS across Connecticut would meet two very important State goals, said Terry
Schnure, Assistant Director in the Office of Policy Management. "The goals
are to assist the public safety agencies in using Criminal Justice Information
System (CJIS) resources in an integrated manner, to provide access to the
State's developing Offender Based Tracking System (OBTS), and to encourage
cooperation among the law enforcement agencies. The MDCS puts real time CJIS
data before law enforcement officers in their patrol vehicles, where it is
needed."
The statewide mobile data communication system provides access to State and
national criminal history databases, provides agency to agency and car to car
messaging, interfaces to agency dispatch and records systems, and permits
officers in the field to complete National Incident Based Reporting System
(NIBRS) reports as well as highway safety complaint accident reports in the
vehicles. The MDCS utilizes the Blue Link front end, developed by MODAC,
Inc., for its user interface.
