Connecticut's First Handheld Access to COLLECT

Using Microsoft PocketPC Technology.

PocketPSATM is an easy-to-learn and easy-to-use application which enables public safety officers access to critical information using very small and portable handheld computers. Using the handheld computer and a wireless modem, an officer now can initiate  an inquiry on a Registration, Name, VIN, or other common identifiers. Responses are returned in seconds, including full color mugshot images. This is an essential tool for those officers on foot patrol, motorcycle, horse, or involved with undercover activities.

One very successful aspect of the CAPTAIN Mobile Public Safety system available to Connecticut officers is the ability to quickly and easily query local, state and national databases. Evidence of this success is the growth in usage of the queries since the inception of the system in 1998. CAPTAIN is now one of the highest volume users of COLLECT, generating tens of thousands of transactions per day. This usage provides the field officer with quicker access to more information while at the same time reducing the workload of agency dispatchers, freeing them to focus on more critical tasks. wpe3.jpg (1968 bytes)

Today, there are ways to expand the access to this essential information beyond the current user community, and to do so very economically. Recent advances in technology have made it possible to communicate using smaller, lower cost devices and, at the same time, wireless advances have lowered the costs of communications. These two changes are creating an opportunity to provide many of the CAPTAIN inquiry capabilities on emerging handheld devices. 

When is a Handheld the Right Choice?

 Each agency situation has different factors which should be considered when evaluating the suitability of a handheld CAPTAIN device. The following ones will often influence the decision whether or not a handheld is a better choice versus a laptop computer. Consider a handheld when: 

  • Low use is anticipated
  • Need for only limited functionality
  • Concealment in important
  • Costs prohibit laptop
  • Users already have access to phones with advanced functionality
  • It is impractical to mount or carry a laptop compute
The Plate Lookup screen shown on the right is typical of that displayed by Pocket PSA. Note the minimal data entry requirements and the use of 'pull down' boxes which greatly speed data entry.
